For the staging of the XX Olympic Winter Games, the works include
the renovation of the U-Thant, e-E, F, G and H pavilions to create
a village to accommodate the media.
The accommodation capacity required is for 271 new rooms (112 singles,
153 doubles and 6 suites) for 430 people. The standard is similar
to a hotel with a minimum of three stars.
The objective of the plan is the renewal of the entire area and renovation
of the original architecture to a high standard of functionality and
layout. Consequently, the building layout respects the external appearance
of the buildings and solved the problem of internal space in a coherent
way. Likewise, the choice of materials and components was oriented
towards the use of “ecological” solutions with products
made with non-polluting and recyclable procedures, just as the durability
and reliability of the building installations was maximized and maintenance
costs minimized.
Two separate contracts will be awarded to carry out the intervention:
Lot I – removal of material containing asbestos
Lot II – renovation of the U-Thant, e-E, F, G and H pavilions
Decontamination work preceded demolition and renovation to remove
any materials detrimental to workers' health.
After the Olympic event the pavilions will revert back to the ITC-ILO,
which will continue to use them for their own activities.
Lot I
Work to remove and dispose of material containing asbestos present
inside the pavilions concerned preceded renovation of the pavilions.
This intervention was divided and organized into separate worksites,
one for the building, activated progressively in the following order:
F, G, H and U-Thant, so as to allow removal of furnishings located
in the various buildings.
Lot II
The renovation plan concerns pavilions U-Thant, e-E, F, G and H with
different levels of intervention. There are plans to raise pavilions
F, G, and H to construct two new levels (intermediate and roof) and
relative renovation, while there are plans to radically renovate the
structure and installations in the U-Thant pavilion (now three storeys
high). Pavilion e-E was already renovated in the mid 1990s and so
intervention was concentrated on work to conform the structure to
current regulations. This pavilion will maintain its current configuration:
restaurant on the ground floor, rooms on the upper floors, and will
only be subjected to renewal of the installations (with the necessary
construction work) necessary to conform to normal quality standards.
Pavilions F, G and H will need to be raised to construct the second
floor of rooms. This addition, which at first sight appeared to be
compatible from a formal point of view like the existing structure,
significantly compromises, on the other hand, the architecture of
each single structure.
Work was done in stages, at first by removing
sun shades from the building and by raising the roof and constructing
the required floor.
Therefore, the building maintains its proportions
and an acceptable relation with the surroundings, but without its
characteristic sunshades, no longer recalls the original plan. Consequently,
the balustrade was repeated on the second floor as well, but the uniqueness
of the volume of the original plan was lost.
At this point it was
decided to restore the sunshades not only as a shield, but also to
cover the railing on the second floor.
It is true that the horizontal
battens are not used properly here, but they do restore the unique
airy volume of the original building.
The number and quantity of the
sunshades was finally reduced at the explicit request of the users
as excessive corner shadows inside the rooms/study were noticed, due
to the large overhang of the floor of the roofing.
The thin plates
of the sunshades were therefore reduced in number, increased in size
and the distance between them modified to lighten the upper parts
of the buildings.
For the ground floors - true sunken podiums - the
use of solid rough bas-relief treated brick was proposed and large
glass windows for the top floors.
The work to be done, following the removal of material containing
asbestos, for pavilions F, G and H consists of:
- Demolition of the floor of the roof and false ceiling
- Demolition of the monoplane lean-to of pavilion G
- Construction of 2 new floors (2nd floor and roof)
- Demolition and reconstruction of all external panelling
- Demolition and reconstruction of all internal divisions
- Excavation for the creation of a loose stone foundation on the ground
floor
- Waterproofing of roofing and installation of skylights
- Demolition and reconstruction of lift shafts with installation of
one lift in each
On the other hand interventions in the U-Thant pavilion consist of:
- Complete demolition and reconstruction of all external panelling
due to change in configuration of internal space
- Demolition and reconstruction of all internal divisions
- Rebuilding of the roof due to constant leaking and replacement of
skylights
New cabling will be laid and the interior restyled in pavilion e-E.
